I am sure it has to do with the rotation or rotating chi ball. Why would mixing of the chi and jing create the electromagnetic charge? Have people noticed more of a charge when using a golden or white ball vs any other?

It is a method Chia teaches. You would not get to it till fusion I believe. I would recommend not reading to far ahead, but try going deep with what you have. Keep the fundamentals simple and powerful, and you will have faster result, I have found complicated practices will scatter your chi and intention.
