Yes it looks like either a weather experiment or something similar. Probably a lot of other countries are doing it also.

I’d like to see the super slow motion of tesla coil lihgtnins but I don’t know where can I find any video-clips with ultra slow motion of tesla coil or simple lightning. Tesla said in 1902 year that he had often saw ball-lightning on his tesla coil in Colorado Springs.
